The Dholera Special Investment Region (DSIR) is not just a vision; it is a rapidly manifesting reality. Spanning a massive 920 sq. km, the city is being developed in a modular, phased manner to ensure world-class standards.
The Master Plan & TP Schemes
Dholera is strategically divided into 3 Development Phases and 6 Town Planning (TP) Schemes to manage its enormous scale:
Phase 1 Focus: Development is currently concentrated on TP 1 and TP 2, covering the most critical entry points and industrial zones.
The Activation Area: Within this, a prime 22.5 sq. km zone has been designated as the “Activation Area.” This is the launchpad of the entire city, where trunk infrastructure is already 100% functional.
Strategic Location: This area is spread across TP 2A and TP 4, selected specifically because the land was immediately available for construction, allowing for the fastest “plug-and-play” setup for industries.
World-Class Infrastructure by L&T
The government committed significant capital to ensure the quality of the Activation Area is second to none:
EPC Contract: A massive ₹1,734-crore contract was awarded to Larsen & Toubro (L&T) for the construction of roads and essential services.
Internal Road Network: The area features over 72 km of high-quality roads, with widths ranging from 12 meters to 70 meters. This ensures that even the largest industrial cargo can move through the city without congestion.
External Links: The Activation Area is already connected to State Highway 6 (SH6) via the Coastal Road in the north, providing immediate logistics access.
Economic and Demographic Powerhouse
Though the Activation Area represents only 5.25% of Dholera’s total developable land, its capacity is immense:
Employment Hub: It is designed to generate approximately 80,000 jobs, making it the primary employment driver for the region.
Residential Capacity: The zone can comfortably cater to a residential population of 1.2 lakh people, creating a self-sustaining ecosystem of “Work-Live-Play.”
Investor Security: Approximately 80% of the land in the Activation Area is Government-owned. This is a major advantage for investors and industrialists, as it ensures clear titles, rapid allotment, and a “trigger effect” for appreciation in the rest of the SIR.

To develop the Activation area various trunk infrastructure projects have been identified as listed below:
- Roads & Utility Services – 72 km
- Flood Management – River training and bunding on Adhiya river – 15 km
- Potable Water Supply – 135 km
- Waste Water Treatment (STP & CETP) – STP 20MLD – CETP 35MLD
- Solid Waste Management – 22.5 sqkm
- Power Infrastructure – 430MW
- Information and Communication Technology (ICT) – 22.5sqkm
- Administrative and Business Centre for Dholera (ABCD Phase-I)- 14000 sqm Built-up

Few renowned companies have already acquired land in the Activation area. “Tata Group has already made an announcement to set up a lithium-ion battery manufacturing unit. They have procured land of 126 acres and in the first phase, the company will make an investment of Rs 1,000 crore,” said Jaiprakash Shivhare, ex-managing director, Dholera Industrial City Development Limited (DICDL). Further, the land has been allotted to Hindustan Petroleum Corporation Limited for construction of petrol pumps.
